Council staff join with Ealing Mencap to celebrate Learning Disabilities Week outside Ealing Town Hall

Learning disabilities takeover day breaks down barriers

More than a dozen residents with learning disabilities were tasked with taking over some of the decision making at Ealing Council on Tuesday (17 June).

The event was part of Learning Disabilities Week 2025, which this year carries the theme ’Do you see me?’ – a call to action for people with learning disabilities to be seen, heard, and valued, just like anyone else.

Participants from the charity Ealing Mencap met with council staff at Perceval House from a number of different departments, including Councillor Polly Knewstub, the council’s cabinet member for healthy equal lives.

They worked alongside staff from adult services, the communications team and others to help with work on equalities, social media planning, admin support, and community engagement. They created posters, reviewed websites, brainstormed content ideas, and brought fresh perspectives and creativity to teams across the council.

‘We decided to do something a bit bold’

According to Ealing Mencap, in 2022, 60% of adults with learning disabilities said they wanted to work – but, only 4.8% were in paid employment. For many, having a job is about more than just earning money – it’s about independence, pride, and a sense of belonging.

Annemarie Braganza-Hawkins, community inclusion manager at Ealing Mencap, said: “Educating people and raising awareness about learning disabilities is the first step, and that is what we were doing here. We decided to do something a bit bold by taking over Ealing Council for a day. People with learning disabilities stepped into important roles to show just what they can do when given the opportunity.

“This would not have been possible without working in partnership with Ealing Council and we have been overwhelmed by the support from the council’s staff.

Councillor Polly Knewstub, the council’s cabinet member for healthy equal lives, added: “It was such a great experience working with Ealing Mencap. I had a fantastic time showing one of the visitors what I do and answering their questions. I hope we continue to offer opportunities like this – it was incredibly valuable for both of us.”

The day ended with a group photo outside Ealing Town Hall, bringing together Ealing Mencap members, council staff, and supporters.

The council has previously taken part in a similar project, when it invited care leavers to get involved with its decision making for the day.

Celebrating 60 years

This year is especially significant as Ealing Mencap celebrates 60 years of supporting people with learning disabilities. Founded in 1965 by a group of parents and carers fighting for better services and equal opportunities, the organisation continues to champion independence, inclusion, and choice.
